Israel dancing around the issue of uranium

It remains unclear if Israel will be able to meet a Tuesday deadline to
declare whether it will agree to open global negotiations aimed at freezing
the current level of plutonium and enriched uranium production around
the world. The deadline was set by the United Nations Conference on
Disarmament.
Israel is the only member of the 61-member body that has not approved
the negotiations, and could potentially stall the opening of talks. Israel's
response to the UN is linked to a prior understanding with the United
States, which in essence insists that the U.S. guarantee that an agreement
to open global negotiations will not be used against Jerusalem when it
comes to actually hammering out production limits.
Israel is known to especially oppose any provision that would allow
international inspectors from the International Atomic Energy Agency to
visit the Dimona nuclear facility in the Negev Desert.
As it stands now, sources close to the talks say officials in both Israel and
the U.S. are trading drafts of formulas that would prevent Israel from
playing the role of spoiler by enabling negotiations to begin without
committing Israel to a result. Contacts with the Americans continue,
officials in the Prime Minister's Office said. Sources close to the talks said
there is hope that an Israeli response will come by the end of the week.
Speaking on Army Radio on Friday, Prime Minister Benjamin Netanyahu
would only say that "we are weighing the issue... in a careful and serious
manner. We will give our decision to the appropriate officials.
