Panel Proposes Paying Former Israelis to Come Back

A high-powered interministerial committee
wants to offer emigrants economic benefits to
induce them to return home in Israel's Jubilee
year.
A report by the committee, which is chaired by
Absorption Ministry Director-General Shlomit
Canaan, will be discussed today by a
ministerial committee that deals with Diaspora
Jewry.
The report recommends that returning residents
be given an "organizing grant" ranging from
NIS 4,000 for unmarrieds to NIS 7,000 for a
childless couple and NIS 10,000 for a married
couple with at least two children.
Other recommendations are for returnees to be
exempted from payment of customs on electrical
products - as new immigrants are - and to be
given a "subsistence" grant for their first
three months back in the country. In addition,
their university studies in Israel would be
partially subsidized, artists would be helped
to purchase equipment, and the government
would extend financial aid to projects of
entrepreneurs and scientists.
The government last tried to lure back
emigrant Israelis with economic benefits in
1968, to mark the country's 20th anniversary.
The idea was abandoned two years later because
the come-ons did not increase the number of
returnees.
A 1972 study by the Hebrew University found
that the economic benefits offered by the
government played a crucial role in the
decision of only 8.8 percent of the emigrants
who did return then.
