US plans to punish Israel for China sales

WASHINGTON (February 24) - Still outraged over
continued Israeli weapons sales to China, the US plans to
withhold certain types of US military technology from Israel
unless it stops the deals, a senior US official said yesterday.
While the US remains committed to helping Israel maintain
its qualitative defense edge in the region, the sales to China
are "much more likely to have an effect on very specific
programs involving technology programs rather then on the
general support," Assistant Secretary of Defense for Public
Affairs Ken Bacon told reporters at the Foreign Press Center
in Washington.
Bacon declined to specify which types of technology the US
would deny Israel should it fail to stop the sales. With
tensions heating up between China and Taiwan, the US has
become increasingly concerned about China's improved
military capabilities. This week Beijing threatened to use
force against Taiwan if talks about unification did not
proceed apace.
Israel says it earns millions of dollars from sales to China that
began more than a decade ago. China recently denied it was
planning to buy an advanced airborne radar system from
Israel, even though Israel said the $250 million deal would
soon be completed.
Bacon said the US continues to raise the issue with Israel but
that bilateral negotiations aimed at beefing up US-Israel
defense ties and planning an aid package in the event of a
peace deal with Syria were continuing, albeit in a slower
fashion, since the slowdown in the peace talks.
"I think it's a little hard without an agreement to know what
Israel's needs would be and what our response would be.
Obviously greater clarity in the [peace] talks and greater
progress would lead to greater clarity and greater progress
in the talk that we are holding with Israel," Bacon said.
A delegation of top advisers to Prime Minister Ehud Barak
yesterday held their second day of meetings with officials in
Washington to discuss US-bilateral ties.
Bacon said Secretary of Defense William Cohen would visit
the Middle East this spring, including Israel and Jordan.
US State Department Spokesman James Rubin said US
Middle East envoy Dennis Ross, currently in Israel, was
working on bringing Israel and Syria back to the negotiating
table but did not plan to visit Damascus during his trip.
"I indicated that that is obviously an issue that is out there. I
have said and will continue to assert that we are in touch
with the Syrian government about the Israel-Syria peace
track," Rubin said.
"When a Jew, in America or in South Africa, talks to
his Jewish companions about 'our' government, he means the
government of Israel."
